I was just on that stretch about an hour ago. There was a bus driving in the Northbound HOV that was splashing water so high it was almost reaching the Southbound lanes, so I had a good mental image of that elevated road/guardrail.

Haha yeah that sounds right, it’s a shit show out there. Took me a while to get a decent picture of the skyline, had to wait for traffic to slow everyone down. The rest of my attempts look like this:
